Criterion 1: The conditions for informing the public about the services offered, the timeframes for accessing them, and the results achieved. (This criterion ensures a clear offer and must enable the client to choose their training with full knowledge of the facts.)
- Indicator 1: The provider makes publicly available accessible, detailed, and verifiable information on the services offered: prerequisites, objectives, duration, access modalities and timeframes, pricing, contacts, teaching methods used and assessment methods, and accessibility for people with disabilities.
- Indicator 2: The provider publishes performance/result indicators adapted to the nature of the services delivered and the audiences served.
- Indicator 3: When the provider delivers services leading to a professional certification, it informs clients about certification achievement rates, the possibility of validating one or more skill blocks, as well as equivalences, bridging arrangements, further training pathways, and career opportunities.
Criterion 2: Precise identification of the objectives of the services offered and adaptation of these services to the target audiences when designing the services. (This criterion relates to entry into training and the organization’s ability to adapt its offer to the client’s needs.)
- Indicator 4: The provider analyzes the beneficiary’s needs in connection with the company and/or the relevant funder.
- Indicator 5: The provider defines operational and measurable objectives for the service.
- Indicator 6: The provider establishes the content and implementation modalities of the service, adapted to the defined objectives and the target audiences.
- Indicator 7: When the provider delivers services leading to a professional certification, it ensures that the content of the service is aligned with the requirements of the targeted certification.
- Indicator 8: The provider determines the procedures for placement/diagnostic assessment and for assessing prior learning at the start of the service.
Criterion 3: Adaptation of services to the target audience, and of the reception, support, follow-up, and assessment arrangements implemented. (Assesses the provider’s ability to support and monitor the trainee during the training.)
- Indicator 9: The provider informs beneficiaries about the conditions under which the service will be delivered.
- Indicator 10: The provider implements and adapts the service, support, and follow-up to the beneficiaries.
- Indicator 11: The provider assesses the extent to which beneficiaries have achieved the objectives of the service.
- Indicator 12: The provider describes and implements measures to encourage beneficiary engagement and prevent dropouts.
- Indicator 13: For apprenticeship programmes, the provider, in coordination with the company, anticipates with the learner the assignments to be carried out in the short, medium, and long term, and ensures the coordination and progressive development of learning carried out in the training centre and in the company.
- Indicator 14: The provider delivers socio-professional, educational, and citizenship-related support.
- Indicator 15: The provider informs apprentices of their rights and duties as apprentices and employees, as well as the applicable rules regarding health and safety in the workplace.
- Indicator 16: When the provider delivers training leading to a professional certification, it ensures that the conditions for presenting beneficiaries for certification comply with the formal requirements of the certifying authority.
Criterion 4: Adequacy of the educational, technical, and supervisory resources used to deliver the services.
- Indicator 17: The provider makes available (or ensures the availability of) suitable human and technical resources and an appropriate environment (conditions, premises, equipment, technical platforms, etc.).
- Indicator 18: The provider mobilizes and coordinates the various internal and/or external contributors (teaching staff, administrative, logistics, sales, etc.).
- Indicator 19: The provider makes educational resources available to the beneficiary and enables them to take ownership of these resources.
- Indicator 20: The provider has staff dedicated to supporting national and international mobility, a disability officer, and an advisory/perfection council.
Criterion 5: Qualification and development of the knowledge and skills of the personnel responsible for delivering the services.
- Indicator 21: The provider identifies, mobilizes, and assesses the skills of the various internal and/or external contributors, ensuring they are suited to the services.
- Indicator 22: The provider maintains and develops its employees’ skills, in line with the services delivered.
Criterion 6: The provider’s commitment and involvement in its professional environment.
- Indicator 23: The provider carries out legal and regulatory monitoring in the field of vocational training and uses the insights gained.
- Indicator 24: The provider monitors changes in skills, occupations, and employment in its sectors of activity and uses the insights gained.
- Indicator 25: The provider monitors pedagogical and technological innovations that may enable its services to evolve and uses the insights gained.
- Indicator 26: The provider mobilizes the expertise, tools, and networks necessary to welcome, support/train, or guide people with disabilities.
- Indicator 27: When the provider uses subcontracting or umbrella employment (portage salarial), it ensures compliance with this reference framework.
- Indicator 28: When services delivered to the beneficiary include periods of work-based training, the provider mobilizes its network of socio-economic partners to co-design the training engineering and promote placement in companies.
- Indicator 29: The provider develops actions that contribute to professional integration or further studies through apprenticeship or any other pathway that helps develop knowledge and skills.
Criterion 7: Collection and consideration of feedback and complaints expressed by stakeholders regarding the services delivered.
- Indicator 30: The provider collects feedback from stakeholders: beneficiaries, funders, teaching teams, and the companies concerned.
- Indicator 31: The provider implements procedures for handling difficulties encountered by stakeholders, complaints expressed by them, and unforeseen events occurring during service delivery.
